Forms Required for Entry into Spain from Another Country
All passengers arriving in Spain by air or sea, including those transiting through Spain to another destination, must complete a Health Control Form (FCS) before departure and obtain a QR code, which must be presented both at boarding and during the health checks upon arrival in Spain. Later in this guide, we explain how to obtain it.
HEALTH CONTROL FORM FOR ENTRY INTO SPAIN
Travellers may complete either an Individual Health Control Form (FCS) or a Family/Group Health Control Form. The process is straightforward and usually takes around five minutes, requiring you to provide your personal details, address, travel information, and answer several questions related to your journey and COVID-19.
Before completing the Health Control Form, you should check whether your country of departure is included in the list of countries or regions considered to be at risk.
ENTRY REQUIREMENTS FOR TRAVELLERS FROM THIRD COUNTRIES
If you are a national of a non-EU (third) country, you must meet the entry requirements established by the Spanish Ministry of the Interior, which implemented temporary restrictions on non-essential travel to the European Union during the COVID-19 public health emergency.
Entry may be refused on grounds of public order or public health, unless you belong to one of the following categories:
-
Habitual residents of the European Union, with documentary proof.
-
Holders of a long-stay visa issued by an EU Member State or Schengen Associated State travelling to that country.
-
Healthcare professionals, including medical researchers and elderly care workers travelling to or returning from their place of work.
-
Transport personnel, seafarers, and aircrew required to carry out transport operations.
-
Diplomatic, consular, international organisation, military, civil protection, and humanitarian personnel travelling in the performance of their official duties.
-
Students enrolled in educational institutions within EU Member States or Schengen Associated States who hold the appropriate long-stay visa or residence permit.
-
Highly qualified workers whose activities are considered essential and cannot be postponed or carried out remotely, including participants in high-level sporting events held in Spain.
-
Persons travelling for duly justified imperative family reasons.
-
Persons who can provide documentary evidence of force majeure, humanitarian reasons, or situations of necessity.
-
Residents of third countries included in the list published by the Spanish authorities.
-
Individuals holding a vaccination certificate recognised by the Spanish Ministry of Health.
Regardless of the category to which they belong, entry may still be denied on public health grounds if, following assessment by the Spanish health authorities, travellers fail to comply with the COVID-19 health control requirements established by the Ministry of Health.
HEALTH CONTROL FORM AND ACCEPTED CERTIFICATES
All travellers entering Spain from another country—including children of any age, passengers transiting to another destination, and Spanish citizens returning home—must complete a Health Control Form (FCS) associated with their journey.
-
Air travel: Complete the form through the official website of the Spanish Ministry of Health or via the Spain Travel Health (SpTH) mobile app for Android and iOS.
-
Sea travel: Complete the form through the official Ministry of Health website under the "Ports" section.
Once the Health Control Form has been completed, the system will generate a QR code, which must be presented both at boarding and upon arrival in Spain.
For added convenience, you may download the QR code to your mobile wallet (e-wallet) so that it is readily available on your smartphone. You only need to provide your mobile phone number to receive it by SMS.
At the time these requirements were in force, the Health Control Form was not required for travel into Spain by land.
EU DIGITAL COVID CERTIFICATE
Three different types of EU Digital COVID Certificate could be used for entry into or departure from Spain:
COVID-19 Vaccination Certificate
This certificate becomes valid 14 days after completion of the full vaccination schedule. It can be requested through the Spanish Ministry of Health or the relevant regional health authority.
SARS-CoV-2 Diagnostic Test Certificate
A diagnostic certificate is valid if it confirms a negative test result and the sample has been collected within the period established by the applicable health regulations.
COVID-19 Recovery Certificate
A recovery certificate is valid from the 11th day after the first positive NAAT (PCR) test and remains valid for 180 days from the date the sample was collected.
